Why is it that organizations do not teach riders on the fundamentals of both the trikes and bikes? It would eliminate the need to have separate endorsements!

You answered your own question. Separate endorsements = More $$$ for the state per person for endorsements, because they know good and damned well riders aren't going to stick to just one.

Anyone who is physically able to ride a motorcycle and chooses to drive a trike doesn't deserve to know the fundamentals of a bike.

In VA you just have one endorsement and you can get it on a 2 or 3 wheeler. Pass your test on a Can-AM, legal on a liter-bike. Pretty great.
WA is the only state I've lived in where the M endorsement could be earned without covering trikes.

Pretty much. You could take the test on a scooter, even (that's what I did.)
Though a separate (and expensive) fee plus the inability to be loaned a trike is a deal-killer for me.

No you won't. You can't win. Even if you do win. Why?
Because there's no way you're going to say no to that sweet, sweet money trough all senators at all levels in the U.S. get to chow down on. You ain't gonna do that. Nobody ever does. And once you lower your maw to that precious green - BAM. They got you. Now you owe them one. And you will return the favor.
"No I won't" you say? Really? You really gonna do that? Throw away a cushy six figure job not counting all the kick backs, free blow and all the hookers you can eat, where the only real work you have to do involves kissing babies, spitting out talking points to overpaid cable news androids once in a blue moon, and pretending to compete with someone who has no hope of winning? The people in your district are inflexible party-line morons who would still vote for you if you ate a live kitten on television. The also-from-your-party governor who controls what the districts will look like ensured that. You don't have to do anything and you will get to keep this job forever... provided you're willing to return the favor.
So the minority (or majority, in the grand bribe-riddled scheme of things, it matters not) approaches you about S.B. 1078. The bill that would eliminate the state's requirement for 3 wheelers and 2 wheelers to have seperate endorsements. He would like to count on your vote to shoot that bill down, reminding you that the chairmanships for the committees - the places where laws are born, giving you access to real power, not the pretend kind that figureheads like 'speakers of the house' and 'president's have - are about to be re-assigned. You gonna tell him no? Really?
No one ever tells this man no.

For one, I would assume the fundamentals are different. But more so, why waste everybody's time when trikes make up such an minute %.
